      Perform business requirements analysis, process modeling and systems evaluation and improvement, and writing results and recommendations for a Feasibility Study Report, as part of an enterprise-wide Business Process Improvement project for the California Dept. of Consumer Affairs involving reengineering of 42 Boards and Bureaus.

    • SAIC Contract Management Information System (CMIS) for Naval Weapons Defense Center
      Project Lead, March 2001-November 2002.
      Served as RTC team leader for this major MIS project to provide the Ridgecrest, CA Naval Center with HR/financial management information.
      This system involved over 300 screens, programs and reports and over 150 financial/HR database tables and views, developed using Oracle 8i, Designer, Developer and PL/SQL for web users. RTC custom-developed this system, releasing it successfully in 18 months, exceeding expectations.
      Responsibilities included team leadership, mentoring of SAIC staff, and planning and execution of software requirements and component design and build tasks:
      • Process reengineering and new process modeling
      • Data modeling for integrated data requirements
      • Enterprise data integration and conversion as part of the tasks of new database design
      • Application design, coding and testing
      • Managing user feedback sessions during analysis, design and testing phases.
