Renée Taylor has been a business analyst and consultant for twenty years, and is a nationally known instructor, presenter and consultant in the fields of strategic business and systems planning, enterprise requirements analysis, business process reengineering, data modeling, feasibility studies, and related fields. After working as a business systems analyst for several years, Ms. Taylor joined Oracle Corporation where she worked for ten years as an international trainer and consultant, project manager for Oracle CASE tools, product director for the Oracle Designer products, and consulting, education and marketing director for Oracle’s newly established Moscow headquarters.
Ms. Taylor founded RTC in 1996. The company now comprises more than 15 consultants and trainers, providing training and consulting services primarily to State of California clients. RTC specializes in providing process modeling workshops, enterprise information needs assessment and data architectures, strategic planning, and project management.
Recent State of California Consulting Engagements
CA Department of Health Services (2006) Managed a team of consultants to develop an ITPP and RFP for the Children’s Medical Services Net system (CMS Net), including ensuring RFP met current DGS guidelines for procurement documents and addenda. Renee served as the Acquisition Manager on this project, checking bid response format and submissions, and participating in confidential discussions during the Draft Proposal phase. Developed an evaluation plan and detailed scoring sheets. Liaised directly with DGS analysts responsible for releasing this DHS RFP.
CA State Water Resources Control Board (2005) Business Process Analysis for Budgeting Office- Developed detailed business and systems requirements for a new budgeting system, confirming requirements with users, investigated potential software solutions and costs, and created process and data models of requirements as well as a function hierarchy of requirements for this business process analysis engagement.
CA State Water Resources Control Board Water Rights Information Management System(2005)
Developed detailed business and systems requirements for replacement of current Water Rights information systems. Created a business case to justify the replacement, created and confirmed models of requirements with users, provided an analysis of solutions alternatives and costed a proposed solution, documenting all findings in a feasibility study report for this major systems initiative. DOF has approved the FSR.
CA DCA – TWO FSRs and ITPPS (2003, 2005) Renee managed procurement activities and teams of consultants to manage systems acquisition efforts for two projects, an iLicensing system (2005), resulting in an approved ITPP and FSR following meetings with DOF, and a second project involving enterprise-wide business process analysis and subsequent development of an FSR and ITPP (2003) for a new licensing and enforcement system for use across all 42 Boards and Bureaus across the State.
CA DOT – Common Data Model for Transportation Infrastructure Funding System(2004) Renee served as project manager and quality control consultant for this five-month engagement to determine a new integrated basis for sharing data across three major project management and fund tracking systems across DMV divisions. Deliverables included a data model, function hierarchy and new database using Oracle 9i to hold data in common to serve all legacy and new functional requirements.
CA DOT – IT Systems Inventory Study for the Project Management Office (2003)
Renée served as overall project manager for a ten-month engagement to interview users and managers across all 800 DMV’ divisions and organizational units to gather IT systems information, model enterprise business functions, review and agree business functions, and design and implement a database system to support the statewide IT systems inventory information. Performed QA and training of PMO staff and provided ongoing project management support, including identification and resolution of issues and risks.
CA Gambling Control Commission (CGCC), Sacramento CA – RFP (2003) Managed quality for a project to develop a 250-page Request for Proposal (RFP) calling for vendors to customize a COTS application for the licensing information system of California’s gambling industry. Reviewed drafts and all deliverables for quality and conformity to DGS guidelines. Served as liaison with government agency departments
CA DMV – Project Advisor for RFP Development (2002-2003)
Supervised a procurement documentation manager (Peter Ingle) and provided quality assurance services on a project to write a 300-page Request for Proposal (RFP) calling for replacement of DMV core legacy systems with a custom-developed integrated database and set of applications
CA DFG – HR/Timesheets Analysis of Requirements Project(2002-2003)
Renée served as project manager and QA consulting for a reengineering project to model business processes using UML and to identify and assess ERP solutions (COTS) for HR and time reporting functions for the Department, and provide feasibility and financial impact recommendations for a new Administrative Systems solution FSR.
CA DCA – Enterprise Business Process Analysis (2002)
Project Scope: Serve as overall project sponsor and deliverables quality control manager for the DCA’s integrated enterprise-wide requirements analysis project, as well as in a similar capacity for additional contracts documenting current systems and performing an Informal Market Survey and Feasibility Study (Advanced Planning Document) for a major systems procurement effort.
CA DOT – Universal Transportation Project Identifier – Enterprise Business Process Study (2001)
Project Scope: Perform research and interviews, develop data models, and propose solutions to the lack of a single identifier across different systems for transportation project tracking and accounting.
CA DMV – “Joint Enterprise Data Integration Strategy” Project – JEDIS (January 2000 to November 2001)
Project Scope: Team with the Strategic Planning and Control unit to develop skills, identify appropriate work functions and build a team for a newly created data administration function at DMV.
CA DMV – Enterprise Business Process Integration Project (October 2000 to June 2001)
Project Scope: Develop an enterprise-wide integrated function hierarchy to integrate core processes across the Occupational Licensing, Drivers’ Licensing and Vehicle Registration areas.
CA Water Resources Control Board – Enterprise Data Modeling and Documentation (Nov. 2000-ongoing) Project Scope: Analyze requirements and create a large-scale enterprise-wide model of integrated data requirements for a major alternative procurement effort involving the redesign of multiple systems; train staff and users on CDM and data modeling techniques.
CA DMV (via Synergy Consulting) Business Process Reengineering, Drivers’ Licensing (July 2000 to June 2001 and July 1999 to June 2000)
Project Scope: Perform process analysis, data analysis and modeling, quality assurance of data models, user interviewing and process reengineering for the Drivers’ Licensing unit, under subcontract to Synergy Consulting. Provide training, project management support, Oracle Designer, and CDM method expertise to the Process Reengineering team.
CA Legislative Data Center/Defense Finance and Accounting Service/Washington Mutual and other private clients
Develop and facilitate custom workshops to aid teams involved in strategic analysis projects.
Science Applied International Corporation (SAIC) (May 2001 to present)
Project Scope: Provide quality reviews, overall project management, staff training and mentoring, data modeling, requirements analysis, user session facilitation, quality assurance, database design, and Oracle web forms programming for a redesign of SAIC’s contract management system for the Naval Weapons Defense Center.
