Peter Ingle is a senior project leader for research, analysis and documentation projects. Since 1991, he has been the owner of WriteDesign, a consulting firm that specializes in document development strategies. Mr. Ingle has led RTC research projects and documentation teams for the State of California in 2000 and 2001, including at the Department of Motor Vehicles, the Department of Fish & Game, and the Department of Transportation.

• Procurement Document Manager, California Department of Technology Services (DTS)(2005 - Present)
  Managed the revision of the DTS’ 1,000-page master RFP, including preparation of addendums, for this statewide telecommunications contract which calls for vendors to bid on providing local, long-distance, wireless, and broadband telephone services.

• Procurement Document Manager, California Department of Health Services (DHS),(2005-2006)
  Managed development of an ITPP and a 200-page RFP and addenda for the Children’s Medical Services Net system (CMS Net), including working with DGS to finalize procurement documents and addenda.

• Document Manager, California Department of Health Services (DHS)(2004–2005)
  Managed development of three technical manuals for the Enhanced Medi-Cal Budget Estimate Report (EMBER) project. Developed data dictionary, screen details and test scripts. Served as liaison between software analysts, application developers and project leader.

• Procurement Document Manager, California Gambling Control Commission (CGCC)(2003-2004)
  Managed the document development of a 250-page Request for Proposal (RFP) calling for vendors to customize a COTS application for the licensing information system of California’s gambling industry. Designed layout. Organized content. Served as liaison between government agency departments. The resulting vendor has completed systems implementation successfully for casinos across the State.

• Senior Technical Writer, California Department of Consumer Affairs (DCA)(2002–2003)
  Managed the development of a 200-page Feasibility Study Report (FSR) describing the replacement of DCA’s legacy systems with a new custom database. Designed the document layout and template. Coached technical staff in writing strategies.

• Procurement Specialist, RFI/RFP Development, California Dept. of Transportation (DMV)(2001)
  Researched requirements for future projects, and created RFI/RFP documentation for use in vendor procurement. Provided assistance in solicitation phases and vendor evaluations for Local Assistance program efforts.

• Document Development Manager, California Department of Fish and Game (DFG)(2001–2002)
  Managed a team of technical writing consultants to design and develop 12 end-user and online document sets for a new Oracle database linking all DFG units in California. Analyzed requirements for users and system developers for each business unit. Created a document strategy for 12 manuals ranging in length from 50 to 150 pages. Designed layouts and online formats. Coordinated development of all Word, PDF, and HTML files.

• Senior Writer, California Department of Motor Vehicles (DMV)(1999–2001)
  Coordinated the document development of a 300-page Request for Proposal (RFP) calling for vendors to replace DMV’s legacy systems with a custom database. Developed RFQI for vendors to express interest. Developed process models and system flowcharts for DMV’s vehicle registration legacy system. Conducted JAD sessions. Wrote in-depth overview of the system architecture. Wrote and edited all sections of the RFP.

• Documentation Manager, General Video Systems, Grass Valley, CA)(1997-1999)
  Developed 12 engineering and end-user manuals for this company which was spun off of Tektronix for the purpose of customizing its standard products. Analyzed hardware and software functionality of custom systems. Wrote manuals using FrameMaker. Created technical illustrations and digital photos. Converted all files to PDF for use as web pages.

• Senior Technical Writer, Tektronix(1996–1997)
  Developed 7 engineer and end-user manuals describing the hardware and software functionality of video production systems used by international broadcast companies and television studios. Analyzed hardware and software functionality of the systems.

• Senior Technical Writer, Verizon/AirTouch(19950-1996)
  Developed 300-page proposals for cellular-paging contracts in Korea, Italy, and Germany. Wrote and edited descriptions of the hardware and software functionality of the networks and telephone systems. Served as the onsite managing editor in Germany.

• Documentation Analyst and Manager, Procter & Gamble,(1994-1995)
  Developed a 200-page reference manual describing all the steps followed during a one-year downsizing of the P&G Sacramento plant. Used surveys, interviews, and JAD sessions to gather information about how the downsizing was initiated and implemented. The manual served as a model for future downsizing of other Procter & Gamble sites.
